Key Staff
Our key staff are organized into several teams, each led by a principal. This method of operation allows decisions to be made quickly.
While progressing in broadening our engineering key staff, experience and complexity of projects, we have developed relationships with several associated firms providing wetland, geotech, landscaping, traffic, environmental and planning services.
We have grown and maintained a staff level so that we can respond to the needs of our various clients and their specific project requirements.
Meet Our Team
Ellen M. Bartlett, P.E., CPSWQ, Principal
Ms. Bartlett joined the firm of CLA Engineers, Inc. in 1987 when she immediately became part of the design team for several civil engineering developments and capital improvement projects. She is a LEED accredited professional providing green building consulting services for institutional and residential projects. Ms. Bartlett is a Certified Professional in Storm Water Quality with extensive experience in hydrology.
Robert A. DeLuca, P.E., Principal
Mr. DeLuca has been involved with civil and utility engineering in the Eastern Connecticut and Rhode Island areas since 1988. His specific utility experience includes water supply, sanitary engineering and storm drainage from conceptual planning to final construction. He also provides on call engineering services to several municipalities in Eastern Connecticut.
Kyle J. Haubert, P.E., Principal
Mr. Haubert has been with CLA Engineers, Inc., since 2001 and has performed various engineering, planning, design, inspection, and construction administration services with the firm. He has been involved with private land development projects as well as institutional, municipal, and utility company capital improvement projects. His experience includes taking projects from concept through construction including Local, State, and Federal permitting.
Ryan Cheverie, L.S., Principal
Mr. Cheverie began his career in the field of land surveying in 2004 at CLA Engineers. He has gained practical experience starting as a rodman and crew chief while obtaining his professional licensure in 2016. His experience includes boundary, topographic, construction, control, hydrographic and subdivision design. He is well versed in all technical aspects of the field, including robotics, GNSS, laser scanning and sUAS autonomous surveying.
Robert C. Russo, C.S.S., Soil Scientist/Environmental Scientist
Mr. Russo has been involved with wetland and environmental investigations and permitting throughout Connecticut since 1990. His experience includes utility, roadway, commercial and residential projects. He is familiar with permitting requirements on the local, State and Federal levels. He has also provided on-call soil scientist, permitting and inspection services to several municipalities in Eastern Connecticut.
Thomas L. Cummings, P.E., Associate
Mr. Cummings has been gaining experience in all aspects of civil engineering since 1969, ranging from the design of streets, utilities, drainage, structures, site improvements and bridges. He has worked as a civil engineer for the City of Norwich and in the military, as well as being a private consultant since 1978. He has also provided on call engineering to several municipalities in Eastern Connecticut.
